Paving Every Part of Hayward

Asphalt paving in Hayward covers more variety than most cities offer. Hayward stretches from the San Mateo-Hayward Bridge on the bay to the hills above Mission Boulevard, with 162,954 residents at the 2020 census and 52,268 homes, 52.8 percent owner-occupied. Its west side is industrial, with warehouse yards and truck lots; its middle is postwar neighborhoods like Mount Eden, Tennyson and Harder; its east side climbs into the hills around Cal State East Bay, which opened there in 1957.

The fault and downtown

The Hayward Fault runs through much of the city, including downtown. The 1868 Hayward earthquake destroyed most of the town's buildings, and the fault still creeps slowly at the surface. A curb that geologists used for over 40 years to measure that creep drifted 8 inches out of line before the City removed it in 2016. The City Center Building, Hayward's city hall from 1969, was damaged in the 1989 Loma Prieta earthquake and closed to the public in 1998. For property owners, the practical effect is cracks that reopen along the fault trace. We identify them and seal them with flexible material rather than promising a permanent fix.

Mild weather, wet winters

Hayward's average high is about 68.5 degrees, the record high is 107, and the city gets roughly 16 inches of rain a year, with December the wettest month. Asphalt here does not bake as hard as it does inland, but winter storms test drainage and push water into open cracks. Crack sealing in late summer and sealcoat every few years are the most cost-effective upkeep.

City encroachment permits

Work in Hayward's public right-of-way, including streets and sidewalks, requires a City encroachment permit. The City asks for a City business license, a contractor license in an accepted class (A, C-12, C-34 or C-42 for asphalt), and $1,000,000 each in general liability, auto and workers' compensation insurance naming the City. Standard permits take about five to ten business days, fifteen with traffic control, and major permits carry a $4,000 initial deposit.

Flatlands and Mount Eden

Mount Eden was settled in 1850 by farmers from Kentucky and grew around salt harvesting and farming; most of it was annexed by Hayward in the late 1950s and the last unincorporated islands between 2003 and 2009. Homes there and across the flatlands sit on low ground, so subgrade repair and drainage are the main concerns.

The hills

Above Mission Boulevard, driveways climb and curve. We plan cross-slope, edge support and drains for runoff.

Industrial west side

Yards along Clawiter Road and the Industrial Parkway carry heavy trucks. We build thicker sections in lanes and at docks and phase work around shipping schedules.

Neighborhood notes

In Tennyson-Alquire, Harder-Tennyson and Glen Eden, many homes date from the 1950s and 1960s and still have the original narrow driveway, often patched many times. Upper B Street and the streets around Cal State East Bay are steeper, and runoff is the main problem. Around Southgate and Mount Eden, lots are flat and drain slowly. Downtown, older homes and small businesses share tight spaces near the fault. Knowing which situation you are in tells us most of what the job will need.
