Paving in Castro Valley
Asphalt paving in Castro Valley follows Alameda County rules, not city ones. Castro Valley had 66,441 residents in 2020 and ranked as the fourth most populous unincorporated area in California. Residents voted down incorporation in 1956 and again in 2002, and the community is governed directly by the County with a seven-member Municipal Advisory Council. For driveway work, that means any part of the job in the road right-of-way goes through Alameda County Public Works.
County permits
Alameda County requires an encroachment permit for work within County roads, sidewalks and public rights-of-way, and lists driveway construction and sidewalk work among the examples. Inspections are scheduled at least 24 hours before work starts, or 48 hours if the work is within 500 feet of a traffic signal or streetlight.
Hills and creeks
The eastern hills are the headwaters of the San Lorenzo Creek watershed, and ten creeks, including Castro Valley, Chabot, Crow and Palomares creeks, flow out of them. Many homes sit on slopes where runoff heads downhill toward those creeks. Driveways need cross-slope, supported edges and drains to keep water from eroding them.
Older and newer homes
Castro Valley was known for chicken ranches in the 1940s and 1950s before suburban growth took over, so many homes date from the postwar decades. Their driveways are often due for replacement. Newer hillside homes have longer, steeper driveways that mostly need maintenance and drainage improvements.
Lake Chabot
Lake Chabot, built in the 1870s by Chinese laborers, lies in the northwest of the community. Homes near the lake and the regional park often have steeper lots and more runoff.
Homeowners
With 67.2 percent of homes owner-occupied, many residents plan to stay and prefer a full rebuild over repeated patches.
Typical Castro Valley projects
The most common projects are replacing postwar driveways in the valley floor neighborhoods, rebuilding eroded edges on hillside driveways, and resurfacing driveways from the 1980s and 1990s. Along Castro Valley Boulevard and Redwood Road, businesses need lot repair, sealcoat and restriping. Interstate 580 approaches from the east and turns north here, and Interstate 238 begins in Castro Valley, so traffic and noise schedules can matter for work near those corridors. Castro Valley BART lots and nearby apartments also need regular maintenance. Redwood School, built in 1866, was the area's first public school, and some properties near the old center are among the oldest in the valley.
